As part of measures to improve the quality of passenger transport, align it with modern standards, and increase passenger satisfaction, all regular bus routes operating in the cities of Khankendi and Nakhchivan have transitioned to the "gross contract" model.

The Azerbaijan Land Transport Agency (AYNA) under the Ministry of Digital Development and Transport told Operativ Media about this.

It was noted that regular routes in the city of Ganja will be integrated into this system in the next phase.

Under the new "gross contract" model, carriers will be paid based on the distance traveled and the quality of service. The number of buses on the route, intervals, distance to be covered, and other performance indicators are predetermined, and carriers are paid for services rendered according to these requirements. This ensures that buses continue to serve passengers and adhere to schedules during off-peak hours, including in the evenings.

The "gross contract" model will also enhance the financial sustainability and long-term planning capabilities of carriers. This, in turn, will enable fleet renewal, the purchase of modern and eco-friendly vehicles, improved maintenance, and greater investment in service quality.

The new model also allows for more systematic monitoring of carriers' operations.
