Azerbaijan and Kyrgyzstan Elevate Relations to Allied Level at 3rd Interstate Council Meeting
The 3rd meeting of the Azerbaijan-Kyrgyzstan Interstate Council was held in Cholpon-Ata on July 31, with the participation of Azerbaijani President Ilham Aliyev and Kyrgyz President Sadyr Japarov.

"Dear Ilham Heydar oglu,
Honored members of the Azerbaijani delegation,
I am sincerely delighted to welcome you to the shores of Lake Issyk-Kul, our treasure.
I express my gratitude to you for accepting my invitation to pay a state visit to Kyrgyzstan. In Kyrgyzstan, you are held in great respect as the leader of brotherly Azerbaijan and a dear friend of the Kyrgyz people. Under your leadership, Azerbaijan is developing confidently, strengthening its international position, and playing an important role in ensuring peace and stability in the region. Today, the country demonstrates impressive results, consistently carries out large-scale reforms, and firmly defends its national interests. These recent achievements are built on the solid foundation laid by the National Leader of the Azerbaijani people, your esteemed father Heydar Aliyev. This constructive path continues. You are ensuring the country's future development and strengthening its role in regional and international processes.
Historical roots and spiritual closeness unite Kyrgyzstan and Azerbaijan. Our values are reflected in the rich cultural heritage of both nations. As the great Nizami Ganjavi said: 'Every friend gained is a blessing bestowed by heaven.' I would like to note with special pride that Kyrgyzstan and Azerbaijan have found reliable friends in each other.
Dear Ilham Heydar oglu, your visit once again confirms the special nature of Kyrgyz-Azerbaijani relations. We are entering a new stage in the development of bilateral cooperation based on a solid foundation of friendship and mutual respect. There are no unresolved issues between Kyrgyzstan and Azerbaijan that could hinder the development of our strategic partnership. On the contrary, an atmosphere of complete trust and openness has been established, allowing us to move forward with confidence.
It is precisely in such an atmosphere that key principles and initiatives shaping the future of bilateral cooperation are born, and decisions are made. It is particularly important that all agreements reached are based on sincere efforts toward joint development and achieving common goals. Kyrgyz-Azerbaijani cooperation holds significant potential for further expanding interactions in transport, energy, investments, security, education, and other areas.
I believe today's talks will traditionally take place in an atmosphere of trust and constructive engagement. Key agreements aimed at further developing bilateral relations will be reached following the negotiations. Their consistent implementation will contribute to our common goal: enhancing the well-being of the brotherly peoples of Kyrgyzstan and Azerbaijan. The main political outcome will be the signing of the Treaty on Alliance Relations.

Dear friends,
First of all, I would like to express my gratitude for the invitation to pay a state visit to brotherly Kyrgyzstan and for the hospitality extended to me and the members of our delegation. This is not my first visit to your beautiful country, but based on my experience, I can say that the development taking place under your leadership, not only in this region but throughout the entire country, has made a deep impression on me. I would like to congratulate you and the entire brotherly Kyrgyz people on the significant achievements in socio-economic development, strengthening the country's economic potential, and expanding its role in international affairs.
As your friends and brothers, we always rejoice at every success of yours, and the results of your activities are clearly visible both in the construction sector and in the fields of finance and budget replenishment, which allow resources to be spent on the well-wellbeing of the people and the country. This fills us with joy, because we are friends and brothers, united by shared roots, and we consider the success of a brotherly country as our own.
I would like to express my gratitude for your support in the reconstruction of Karabakh. The school in the Aghdam district that we inaugurated together bears the name of Manas, and children are already studying there. This school is another symbol of our brotherhood and will forever stand as a monument to the unity of our peoples. Not only the residents of Karabakh, but all of Azerbaijan deeply appreciate this. I am also glad that our humanitarian ties are developing successfully: the recent Days of Kyrgyz Culture held in Azerbaijan and the Days of Azerbaijani Culture in Kyrgyzstan demonstrated the richness of our culture and the importance of such events, which fully showcase the creative potential of our peoples.
You mentioned cooperation in various fields. Of course, I am confident that all the goals we have set across all areas will be achieved. I am pleased that the Kyrgyz-Azerbaijani Development Fund is operating successfully. We have decided to increase the fund's capital, and several projects are already underway. I am confident that as the fund grows, the number of projects will also increase, serving our common goals.
I am glad that Azerbaijan has also contributed to the development of Issyk-Kul's infrastructure and tourism. Today, together with our colleagues, we will open the five-star 'Baku' Hotel. This is another reflection of our friendly and brotherly relations, as well as Azerbaijan's modest contribution to developing Issyk-Kul's tourism potential. What I saw yesterday on our way from the airport—both the construction and infrastructure projects—was very impressive.
Yesterday, we visited a site equipped with world-class facilities for golf. I would like to congratulate you on these achievements. In all of this, your personal dedication to your people and country and your efforts to accelerate development are clearly felt. You are succeeding in this, and we sincerely rejoice. Of course, as you already noted, we are elevating our relations to the level of an alliance. This is the highest tier of interaction, reflecting both the character and spirit of our relationship.
Thank you once again for your hospitality, and I am confident that the outcomes of my state visit will serve to further strengthen our brotherly relations. Thank you."
