Ilham Aliyev: Azerbaijan-Uzbekistan Relations Have Reached the Highest Level
"Relations between the two brotherly nations—Azerbaijan and Uzbekistan—are grounded in a shared history, culture, language, and spiritual values, as well as unity, solidarity, and the deep mutual affection preserved and passed down through generations by our peoples. Built on this solid foundation, interstate relations have entered an unprecedented stage of development in recent years, ascending to the highest tier—the level of alliance—and taking on an entirely new essence."
President Ilham Aliyev stated this in an interview with the Uzbekistan National News Agency:
"The sincere friendship, mutual respect, and trust between me and the President of the Republic of Uzbekistan, my dear brother, the esteemed Shavkat Miromonovich Mirziyoyev, play a distinct role in strengthening the Azerbaijan-Uzbekistan brotherhood, elevating interstate ties to their current standing, and advancing our alliance. President Mirziyoyev's tireless and determined efforts on behalf of brotherhood, unity, and alliance between our countries have earned him profound respect and affection in Azerbaijan.
As I have already noted, the political dialogue between our states stands at a very high level. Undoubtedly, 15 regular reciprocal visits and close contacts at the highest level over the past five years have created favorable conditions for the dynamic growth and consolidation of these ties.
This marks my third state visit and seventh visit overall to the brotherly country in the last five years. Visiting beautiful and unique Uzbekistan is always a source of immense pleasure for me, and each visit holds special significance. Traditionally, these trips take place in an atmosphere of exceptional hospitality, brotherhood, sincerity, and mutual understanding. What pleases me most during my visits to brotherly Uzbekistan is the country's rapid development across all domains in recent years. The building of modern cities, economic diversification, the execution of large-scale infrastructure projects, and the attention devoted to science, education, culture, and sports vividly reflect the nation's high pace of progress.
Under the wise leadership of Uzbekistan's leader, my dear brother, the esteemed Shavkat Miromonovich Mirziyoyev, the comprehensive development and progress of the country, along with the steady enhancement of its international standing and the substantial achievements accomplished across all key sectors, inspire sincere respect and profound gratification. All of this is the outcome of the President's well-considered policies, strategic vision, love for the Motherland, and efficient state governance.
My state visit to Uzbekistan took place in August 2024, and the President of Uzbekistan paid a state visit to Azerbaijan in July 2025. The numerous documents signed during these bilateral visits—in particular the 'Declaration on Deepening Strategic Partnership' and the 'Treaty on Allied Relations'—formally cemented the natural alliance between our two independent, strong, and sovereign states. These accords further fortified the legal and political foundations of bilateral ties and unlocked new opportunities for the future expansion of our cooperation.
In addition, the Supreme Interstate Council, established in August 2023, has become a vital institutional mechanism for deepening the strategic partnership and allied relations between Azerbaijan and Uzbekistan. This platform serves to set long-term cooperation priorities, promote new initiatives, and effectively coordinate interaction in diverse areas. The two sessions of the Council already convened in Tashkent and Baku demonstrate the rapid momentum of Azerbaijan-Uzbekistan relations, the continuity of political dialogue, and our nations' resolve for forward-looking joint action.
Today, our political relations are being further enriched by extensive cooperative endeavors in economics, investment, industry, transport, logistics, energy, agriculture, education, science, culture, and humanitarian spheres. Alongside pooling the economic potential of our countries, the ongoing projects further consolidate the bonds of friendship and brotherhood between our peoples.
I am confident that the upcoming visit will also be of immense significance in further broadening multifaceted cooperation between our countries, carrying out new joint initiatives, and strengthening our allied ties."
