Operativ Media reports that Maria Zakharova, official spokesperson for the Russian Ministry of Foreign Affairs, stated this during a briefing.

The diplomat recalled that the severing of diplomatic ties with Russia was initiated not by the Georgian people, but by Mikheil Saakashvili, who was the country's president at the time:

"Accordingly, the initiative to restore diplomatic relations must also come from Georgia. We have repeatedly stated that we are open to such a possibility, but this issue is not on the agenda today."
