The statement specifically noted the threat posed by the Houthis, who are waging war against Saudi Arabia.
According to Al Jazeera, the warning applies to Iraq, Bahrain, Oman, Saudi Arabia, Iran, Qatar, Lebanon, Kuwait, and Jordan.
