List of visa-free travel countries to be expanded
Further steps are being taken to liberalize Azerbaijan's visa regime to make the country more accessible as an international tourism destination.
Operativ Media reports that under the State Program on Tourism Development in the Republic of Azerbaijan for 2026–2030, the list of countries eligible for visa-free travel will be expanded to stimulate tourist influx from target tourism markets.

According to the Action Plan, necessary domestic procedures will be carried out to introduce unilateral or reciprocal visa-free regimes for ordinary passport holders from target tourism countries.
As an interim target of the program, visa-free travel is expected to be ensured for citizens of 28 target tourism countries, with the ultimate target reaching 34 countries.
The implementation period covers 2026–2030.
The primary executing authority is the Cabinet of Ministers. The Ministry of Foreign Affairs, the State Tourism Agency, the State Migration Service, the State Security Service, the State Border Service, the Ministry of Internal Affairs, the Ministry of Economy, and other relevant bodies will be involved in the process.
Alongside easing visa policies, the State Program also envisages improving procedures for issuing multiple-entry electronic visas for tourism purposes and expanding the list of countries eligible for electronic visas, including visa-on-arrival regimes. Procedures and technical capabilities under the "ASAN Visa" system are planned to be upgraded to issue multiple-entry e-visas.
Furthermore, defining a list of new countries to be granted access to the e-visa regime, considering the indefinite application of the visa-on-arrival regime, and granting e-visa eligibility to citizens of newly identified countries are slated for implementation in 2026–2027.
