The following individuals, who were serving prison sentences, have been released from the remainder of their terms.

Operativ Media reports that President Ilham Aliyev has signed an order to this effect.

The following individuals sentenced to imprisonment are to be released from the unserved portion of their sentences:

1.1. Aydamirov Cesarat Safargulu oglu, born in 1999, citizen of the Republic of Azerbaijan, convicted by the Tartar Military Court on October 17, 2019;

1.2. Bagirov Elshan Malik oglu, born in 1992, citizen of the Republic of Azerbaijan, convicted by the Baku Court of Grave Crimes on June 21, 2024;

1.3. Balabayov Fikrat Alibay oglu, born in 1970, citizen of the Republic of Azerbaijan, convicted by the Baku Court of Grave Crimes on November 7, 2024;

1.4. Bayramov Hikmat Abdulali oglu, born in 1985, citizen of the Republic of Azerbaijan, convicted by the Lankaran Court of Grave Crimes on September 9, 2024;

1.5. Beybudlu Khayal Nemat oglu, born in 2003, citizen of the Republic of Azerbaijan, convicted by the Baku Court of Grave Crimes on April 24, 2024;

1.6. Demir Mehmet, born in 1990, citizen of the Republic of Türkiye, convicted by the Kangarli District Court of the Nakhchivan Autonomous Republic on June 19, 2025;

1.7. Aliyev Maarif Eldar oglu, born in 2000, citizen of the Republic of Azerbaijan, convicted by the Baku Court of Grave Crimes on July 6, 2017;

1.8. Karimov Sahil Agil oglu, born in 2004, citizen of the Republic of Azerbaijan, convicted by the Baku Court of Grave Crimes on January 18, 2022;

1.9. Gasimov Rafail Guloghlan oglu, born in 1980, citizen of the Republic of Azerbaijan, convicted by the Lankaran Court of Grave Crimes on June 13, 2016;

1.10. Mikhaylov Kirill Vladimirovich, born in 1980, citizen of the Russian Federation and the State of Israel, convicted by the Khazar District Court of Baku on December 12, 2024;

1.11. Muradov Gurban Sultan oglu, born in 2000, citizen of the Republic of Azerbaijan, convicted by the Baku Court of Grave Crimes on February 27, 2025;

1.12. Musayev Jalal Ilham oglu, born in 1993, citizen of the Republic of Azerbaijan, convicted by the Sabunchu District Court of Baku on May 31, 2023;

1.13. Ozdemir Salih, born in 1981, citizen of the Republic of Türkiye, convicted by the Kangarli District Court of the Nakhchivan Autonomous Republic on June 12, 2024;

1.14. Rahimov Iqbal Aliabas oglu, born in 1969, citizen of the Republic of Azerbaijan, convicted by the Lankaran Court of Grave Crimes on April 26, 2024;

1.15. Rustamov Elman Yashilkhan oglu, born in 1966, citizen of the Republic of Azerbaijan, convicted by the Baku Court of Grave Crimes on August 26, 2020;

1.16. Ryan Martin Richard, born in 1988, citizen of the French Republic, convicted by the Baku Court of Grave Crimes on March 16, 2026;

1.17. Sabir Sonia, born in 1995, citizen of the Islamic Republic of Pakistan, convicted by the Baku Court of Grave Crimes on November 14, 2019;

1.18. Suleymanov Surat Nemat oglu, born in 2003, citizen of the Republic of Azerbaijan, convicted by the Baku Court of Grave Crimes on January 19, 2024;

1.19. Suleymanzade Ilgar Vugar oglu, born in 1997, citizen of the Republic of Azerbaijan, convicted by the Ganja Military Court on April 19, 2022.

2. Dadashov Aziz Iman oglu, born in 1995, a citizen of the Republic of Azerbaijan sentenced to restriction of liberty by the Imishli District Court on March 10, 2026, is to be released from the unserved portion of his sentence.
