Operativ Media reports that this was outlined in the decree of the President of the Republic of Azerbaijan on pardoning a number of convicted individuals.

French citizen Ryan Martin Richard had been sentenced to 10 years in prison by a ruling of the Baku Grave Crimes Court dated March 16, 2026.
